REGULAR MEETING

October 08, 2019

President Alan Ilgen called the meeting to order with the pledging of allegiance at 7:00 PM. Council members in attendance: Al Ilgen, Robert Zeigler, Stephen Myers, Patty Beckenbaugh and Mayor Lauralee Snyder also in attendance Solicitor John Miller and Secretary/Assistant Treasurer Denise Immel. Absent Beth Cowher.

New Action Items:

Storm Zoning Issue:

A request has been received by Greenman-Pedersen, Inc. on behalf of Craig and Mary Ellen Storm to rescind the action taken on July 14, 2015 to amend the zoning map contingent on final subdivision approval of the 7.5 acre by Centre County Planning Office, as this 7.5 acre subdivision is no longer taking place. A motion was made by Robert Zeigler seconded by Steve Myers to rescind the action of

July 14, 2015. Motion carried.

It has been brought to Council’s attention that our existing Weed Ordinance has been found to be vague and ambiguous by a judge in the Centre County court system. Robert Zeigler and Al Ilgen will talk with Mike Lesniak, PV Code and David Sprowls to obtain more information.

A motion was made by Patty Beckenbaugh seconded by Robert Zeigler to reinstate Justin Kerstetter to his former position as Road Master/Assistant Operator at his former salary effective October 16. 2019. Motion carried.

A motion was made by Alan Ilgen seconded by Steve Myers to appoint Robert Zeigler as Millheim Borough’s representative on the Penns Valley Code Enforcement Agency Board. Motion carried. Robert Zeigler abstained.

Park Road Bridge and Road Repair:

Matt Kenepp, PennDot, Chris Myers, Centre County Conservation and Mike Bloom, Centre County Planning, John Sergusky, Uni-Tec met with Al Ilgen, Patty Beckenbaugh, Roy Rupert and Justin Kerstetter met to discuss options available to repair the Park Road Bridge and Park Road. Two inspections of Park Road Bridge have already been completed with repair recommendations. A motion was made by Robert Zeigler seconded by Patty Beckenbaugh to have Uni-Tec will be prepare an estimate to repair and pave the bridge based on those inspections. Motion carried. Matt Kenepp will prepare the estimate to pave Park Road.

County Liquid Fuels and Other Grants:

Liquid Fuel applications are due by Friday October 25, 2019.

A motion was made by Robert Zeigler seconded by Steve Myers to have Uni-Tec prepare both a small water grant application for the purpose of a pass by meter flow, a fine screening building and a small sewer grant application to replace the membranes an equalization tank. Motion carried.

Donations:

A motion was made by Steve Myers seconded by Robert Zeigler to make a donation of $250.00 to Centre Home Care, Penns Valley Park and Rec. and East Penns Valley Library and $400.00 to Millheim Fire Police for their assistance in traffic control during the installation of thermal cross walks. Motion carried.

Old Business Items:

Atlantic Broadband Franchise:

A motion was made by Steve Myers seconded by Robert Ziegler to have President Ilgen sign the Atlantic Broadband Franchise Agreement with the change of mailing address from 221 East Main Street, Millheim, PA 16854 to PO Box 421, Millheim PA 16854. Motion carried.

New Maintenance Employee:

Ads for the positon have been placed on our web page, in the Valley Grapevine and in the Gazette.

Job Descriptions/Policies:

A motion was made by Steve Myers seconded by patty Beckenbaugh to approve the job description for a full time maintenance employee. Motion carried.

A copy of the human resource policies are to be emailed to Solicitor Miller for review.

PV Code Enforcement Budget: no report

Committee and Mayor Reports: none

A motion was made by Robert Zeigler seconded by Patty Beckenbaugh to approve the September 10, 2019 minutes with the addition of to discuss personnel issues as explanation for execution session, and to approve the September 20, 2019 and September 25, 2019 minutes as presented. Motion carried.

A motion was made by Steve Myers seconded by Robert Zeigler to approve the September financial reports. Motion carried.

A motion was made by Steve Myers seconded by Patty Beckenbaugh to adjourn. Motion carried. Meeting adjourned at 9:15 PM.
