SPECIAL                MEETING

July 19, 2019

President Alan Ilgen called the meeting to order with the pledging of allegiance at 8:30 AM. Council members in attendance: Al Ilgen, Robert Zeigler, Stephen Myers, Beth Cowher and Patty Beckenbaugh also in attendance Treasurer/Assistant Secretary Lisa Farwell. Absent Mayor Lauralee Snyder

Citizens present: Stacy Garbrick, Liz Kishbaugh, Kris Kishbaugh, Jim Echard, Sel Edor, Phil Yanak, Karen Yansk, Robert Miller, Jacob Mann, Katie Blum, Andy Porter, Jason Moser, Joe Ebeling, Russ Burkholder and Joe Ewaskiewicz.

Citizens Input: None. Majority here for the BAI Group solar presentation.

Council President, Al Ilgen suggested since the majority of the citizens were in attendance for the solar presentation that the solar presentation be given first prior to the rest of the council meeting agenda.

Old Action Items:

Solar Power – presentation by Sel Edor of BAI Group. See attached presentation and Millheim Borough Solar FAQ sheet.

A motion was made by Robert Zeigler and seconded by Steve Myers to move forward with a letter of intent with BAI Group to conduct a feasibility study for the solar project. Motion carried.

EMS meeting to be held July 29, 2019 at the EMS Building. Council members asked to attend if possible.

New Action Items:

Uni-Tec Invoices:

A motion was made by Robert Zeigler seconded by Beth Cowher to approve and pay Uni-Tech invoices in the amount of $931.10 for the June 2019 invoices. Motion carried.

Rote EDUs:

A motion was made to reduce the EDUs for Lowell Rote and send a letter to council attorney for review by Robert Zeigler seconded by Steve Myers. Motion carried.

New Tank:

A motion was made by Beth Cowher seconded by Patty Beckenbaugh to replace a leaking tank at the Sewer Plant from Plastic-Mart at a quoted price of $989.99. Motion carried.

Paper Shredder:

A motion was made by Robert Zeigler seconded by Patty Beckenbaugh to destroy the broken paper shredder in the Borough office. Motion carried.

Radar Speed Signs are here. PennDot will assist with installation if needed.

Al Ilgen will get pricing information on using Flagger Force vs the Fire Police for traffic control during the crosswalk painting.

A motion was made by Steve Myers seconded by Robert Zeigler to adjourn. Motion carried. Meeting adjourned at 10:37 AM.
