PUBLIC/BUDGET MEETING
October 30, 2019
President Alan Ilgen called the meeting to order with the pledging of allegiance at 7:00 PM. Council members in attendance: Al Ilgen, Robert Zeigler, Stephen Myers, Beth Cowher, Patty Beckenbaugh and Mayor Lauralee Snyder also in attendance Secretary/Assistant Treasurer Denise Immel. Attending from BAI Group: Sel Edor.
Citizens Present: Marley Parrish, CDT, Dave Grazier, Phil and Karen Yanak, and Sharon Heckman
New Action Items:
Solar Project Presentation – Sel Edor of The BAI Group gave a power point presentation on the two possible alternatives to bring solar power to the Millheim Borough buildings. The presentation showed the possible savings incurred as well as any risk factors in both a Power Purchase Agreement (PPA) and a Power Service Agreement (PSA). A question and answer period followed with both public and council participating. Council asked the residents in attendance for recommendations. No decision was made, further discussion will take place at the November 12, 2019 council meeting.
G&R Charles Final Payment Approval
A motion was made by Robert Zeigler and seconded by Steve Myers to release the final payment to G&R for construction on SR0445. Motion carried.
Old Action Items:
Liquid Fuels Application:
Our liquid fuels application for Park Road Bridge and Park Road repairs has been submitted to the county. Total project estimate is $254,000, President Ilgen submitted the application for $100,000 with the Borough paying the difference of $154,000 if this is unacceptable to council the application can be withdrawn. A motion was made by Robert Zeigler to retroactively approve the submission of the application as written seconded by Beth Cowher. Motion carried.
Budget Review:
President Ilgen asked all council member to review the budget as distributed for the November 12, 2019 council meeting.
A motion was made by Patty Beckenbaugh seconded by Beth Cowher to adjourn. Motion carried. Meeting adjourned at 9:45 PM.
