REGULAR MEETING
May 20, 2022
Katie Blume called the meeting to order at 8:30 AM Council members in attendance: Robert Zeigler, Cecilia Gallup and Nickelaus Engle also in attendance Mayor Steve Myers and Denise Immel Borough Secretary/Assistant Treasurer. Absent Beth Cowher.

New Action Items
Millheim Farmer’s Market:
Inglebean Coffee Shop will be hosting a Farmer’s Market, Saturday mornings beginning in May thru November, they have requested permission to close the section of Poplar Street behind 108 West Main Street and 110 West Main Street between the hours of 8:30 AM and 2:00 PM to allow for vender space.
Robert Zeigler made a motion to grant the request but to review attendance and need on a regular basis, seconded by Cecilia Gallup. Motion carried.
Millheim Walk Fest:
The Walk Fest will be held June 24th thru June 26th in downtown Millheim. The committee is requesting access to the vacant lot on Center Street to be utilized for parking, permission to close Poplar Street from North Street to behind 110 West Main Street for vender booths and Sugar Aly so it can be utilized as a pedestrian walkway and the use of the gazebo in Fountain Park as Walk Fest committee headquarters.
Cecilia Gallup made a motion to grant permission for the Walk Fest committee to utilize the Center Street lot for parking from June 24th thru June 26th, seconded by Robert Zeigler. Motion carried.
Robert Zeigler made a motion granting permission to close Poplar Street as requested and to close Sugar Aly as requested, seconded by Nickelaus Engle. Motion carried.
Nickelaus Engle made a motion for the Walk Fest committee to use the gazebo as their headquarters, seconded by Robert Zeigler. Motion carried.
Invoices:
TrafficLogix sent a renewal email for the cloud subscription used by the radar signs, discussion was held on what value the package brought to Borough as PSP does not utilize any of the data collected. Robert Zeigler made a motion to decline any renewal, seconded by Nickelaus Engle. Motion carried.
Old Action Items
Code Enforcement:
Robert Zeigler made a motion to reaffirm with Penns Valley code the enforcement of all complaints received, seconded by Nickelaus Engle. Motion carried.
Sidewalk erosion:
In 2006 the Borough hired Meeks Tree Service to remove tree and grind the stump beside the road at 108 Water Street, the roots have since decayed and have caused the sidewalk in front of the property to sag. Robert Zeigler made a motion to have the our maintenance crew mitigate the erosion by lifting sidewalk and using stone to level, seconded by Nickelaus Engle. Motion carried.
Vacation Time:
Robert Zeigler presented council with an addendum to the employee vacation policy allowing an employee to request up to one week vacation time be paid out as part of bi weekly payroll. This payout request is limited to one time per calendar year, must be accrued vacation time and is available to new employees after the standard probationary period. The maximum accrual remains the same. Robert Zeigler made a motion to adopt the addendum as part of the Boroughs Human Resources policy, seconded by Nickelaus Engle. Motion carried.
Cecilia Gallup made a motion to adjourn, seconded by Nickelaus Engle. Motion carried. Meeting Adjourned at 10:00 AM.
