REGULAR MEETING

June 18, 2021

Robert Zeigler called the meeting to order at 8:30 AM. Council members in attendance: Robert Zeigler, Patty Beckenbaugh and Katie Blume also in attendance Denise Immel Borough Secretary/Assistant Treasurer. Absent Beth Cowher, Steve Myers and Mayor Snyder.

New Action Items:

Banner Resolution – 2021-08

Katie Blume made a motion to adopt Resolution 2021-08, authorizing the placement of a banner across a state highway or within the highway right of way and rescind all prior resolutions regarding the same, location of the banner will be between Laundry Joe’s and The Millheim Hotel, seconded by Patty Beckenbaugh. Motion carried.

No Outlet sign Pine Street and Hillcrest:

There are no signs in storage. A new sign will cost approximately $60.00. Patty Beckenbaugh made a motion to purchase a new sign to be placed at the intersection of Pine Street and Hillcrest Avenue, seconded by Katie Blume. Motion carried. Mr. Kerstetter will order sign and put in place upon its arrival.

Atlantic Broadband Proposal for Water and Sewer Plants:

Atlantic Broadband has given us a proposal to install fiber optic internet at both the water and sewer plants. Monthly recurring fee will be $120.99 with a three year contract for each location. Adding a phone line would cost an additional $10.00 per month per location. Katie Blume made a motion to accept the proposals for fiber optic internet and add the internet phone if needed, seconded by Patty Beckenbaugh. Motion carried.

Atlantic Broadband Phone Service for Office:

The current phone carrier, AT&T will be discontinuing land line service as of October 01, 2021. This will affect the office lines as well as the lines at the water and sewer plants. The monthly recurring fee for the office lines (phone and fax) will be $61.00. Katie Blume made a motion to discontinue service with AT&T and accept the proposal from Atlantic Broadband, seconded by Patty Beckenbaugh. Motion carried.

Flood Mitigation:

A representative from the County Conservation District will be visiting to assess the stream banks and the bank along the Race. We will also address the issue of dredging the Race, as it has not been done for approximately 10 years, and the removal of fallen trees.

Old Action Items:

Approve Ed Carter’s Article:

Mr. Carter has requested the Borough post his article on How Vets Can Manage Finances When Reentering Civilian Life on the Borough webpage. After review of the article Katie Blume made a motion to grant his request, seconded by Patty Beckenbaugh. Motion carried.

3 Small Bridge Update:

Waiting for meeting with Dave Veneziano.

Pollinator Update;

Looking for volunteers.

Human Relations Commission: tabled until July meeting

Roy’s Retirement:

Patty Beckenbaugh made a motion to accept and sign the new employment arrangement document as presented, seconded by Katie Blume. Motion carried.

Mr. Rupert reported that it will cast $120.00 an hour to have the pump at the well pulled. Time frame estimate is 10 hours. This need to be done in order to check if the pump is operational. Katie Blume made a motion to proceed with pulling the pump as a step in getting the well operational, seconded by Patty Beckenbaugh. Motion carried.

Katie Blume made a motion to adjourn, seconded by Patty Beckenbaugh. Motion carried. Meeting Adjourned at 9:00 AM.
