REGULAR MEETING
February 21, 2020
Robert Zeigler called the meeting to order with the pledging of allegiance at 8:30 AM. Council members in attendance: Robert Zeigler, Steve Myers, Patty Beckenbaugh, Beth Cowher, Katie Blume and Mayor Lauralee Snyder. Beth Cowher left meeting at 9:00 AM. Also in attendance Secretary/Assistant Treasurer Denise Immel.

New Action Items:
Uni-Tec Meeting Update:
Robert Zeigler and Roy Rupert met with Pat Ward from Uni-Tec to discuss options in regards to sludge removal. Three options are available composting, compressing and sending to landfill or spreading/injecting into ground. Mr. Rupert will look into having the Borough take part in a dry press study to be done late May or early June.
EMS Meeting Update: no report
Reapprove Al Ilgen’s Sewer Resolution:
A motion was made by Katie Blume to approve Resolution 2020-05, Ilgen Sewer Line Extension, the accompanying Transmittal letter, and the Operating and Maintenance Agreement for Private Sewer Extension, seconded by Patty Beckenbaugh. Motion carried.
Property Damage Release:
A motion was made by Steve Myers to have Robert Zeigler sign the release from USA Truck Inc. in order to repair the damaged pole at the intersection of Main Street and Penn Street, seconded by Beth Cowher. Motion carried.
Penns Valley Little League Lease Agreement:
Borough Council agreed at the February 10, 2020 to waive mowing charges for the 2020 season. Council agreed to ask Solicitor Miller to amend the agreement to eliminate the mowing clause.
Millheim Fire Hall-Potential Solar:
Robert Zeigler attended the Fire Company meeting. They are currently working with SRE on a proposal for solar panels to be installed on the roof. Potential savings $5,000.00 to $6,000.00 per year.
PVCA- Lease/Pollinator:
Penns Valley Conservation Association has expressed interest in the possibility of renting the lower classroom in the Borough building. Much work would be needed to make it habitable. Discussion has also been held with PVCA on having a pollinator at the solar site.

Small Water & Sewer Grants: no updates
Ordinance Updates:
Additional discussion was held on the ATV ordinance. Katie Blume will look at possible revisions.
Council member have been approached by Borough residents about the lack of enforcement of current ordinances. Residents have been reminded that they currently have the responsibility of filing complaints with Code Enforcement.
NIMS Training:
Council members were reminded that they need to complete training.
Park Road:
A motion was made by Katie Blume to prepare and publish bid request for this project as soon as final paperwork is received from PennDot, seconded by Steve Myers. Motion carried.
Part-time Treasurer Position:
This open position has been advertised in the Valley Grapevine, Gazette and on our web page. Secretary will also contact South Hills Business School and Career Link.
A motion was made by Katie Blume to approve the February 11, 2020 minutes as presented, seconded by Steve Myers. Motion carried.
Committee and Mayor Reports: none
Secretary’s Report:
Ms. Immel reported that she has met with Larry Wolken to discuss issues with the computer. As Windows 7 is no longer supported Mr. Wolken states we will need to update to Windows 10. Council requested we receive quotes on installing updates and on purchasing a new computer with Windows 10 already installed.
A motion was made by Katie Blume to adjourn, seconded by Patty Beckenbaugh, motion carried. Meeting adjourned at 10:02 AM.
