REGULAR MEETING

January 17, 2020

President Zeigler called the meeting to order with the pledging of allegiance at 8:30 AM. Council members in attendance: Robert Zeigler, Patty Beckenbaugh, Beth Cowher and Katie Blume. Also in attendance Secretary/Assistant Treasurer Denise Immel. Absent Steve Myers and Mayor Lauralee Snyder.

Citizens Present: Bill Coger

Citizens Input:

Mr. Coger expressed concerns on the wording of the current ATV Ordinance, does not feel the current ordinance is specific enough as to what a resident is permitted to use an ATV for. President Ilgen assured Mr. Coger that an ATV falls under exclusions in Section 4, Paragraph C excluding off road motorized vehicles used as utility vehicles for lawn care, snow removal, or business operations, or any other “reasonable” property maintenance and/or landscaping.

Code Enforcement/HARB/Planning Commission Reports: Code Enforcement report was reviewed with no questions or comments. No reports from HARB or Planning.

Employee Reports:

Roy Rupert reported to President Zeigler that he will look into training dates for Mr. Kerstetter. He would like to see upgrades to water lines on Penn Street and North Street also to redo the water line leading from the water tower.

New Action Items:

NIMS:

National Incident Management Training should be completed by each council member, information on how to access the online training will be forwarded to council. Until the EMA position is filled the responsibilities of this position fall upon council president.

Approve Resolution for County Liquid Fuels:

A motion was made by Patty Beckenbaugh to approve the resolution requesting liquid fuel funds for Centre County to assist in the repair of Park Road Bridge retroactive to October 23, 2019, seconded by Katie Blume. Motion carried.

Approve Insurance Proposal and authorize an e-signer:

A motion was made by Katie Blume to approve the insurance proposal as presented and to authorize Denise Immel or Lisa Farwell to e-sign acceptance, seconded by Beth Cowher. Motion carried.

New E-mail Addresses:

Addresses have been established instruction on establishing accounts will be forwarded.

ATV Ordinance:

A motion was made by Katie Blume to include ATV in the language of Section 4, Exclusions, Paragraph C, seconded by Beth Cowher. Motion carried.

A motion was made by Katie Blume to review the existing ATV Ordinance, seconded by Patty Beckenbaugh. Motion carried.

Transfer PennVest Payments:

A motion was made by Beth Cowher to transfer $13,237.20 from the from the Water Fund account to the Water Construction account to cover the PennVest payment of $1,103.10 per month for the year 2020, seconded by Katie Blume. Motion carried.

CD Transfers:

A motion was made by Katie Blume to transfer the General Fund CD earning 0.35% and the Truck Replacement CD earning 0.35% to the General Fund CD (money market) currently earning 2.25%, also to transfer the Filter Bed CD earning 0.35% to the Water CD (money market) currently earning 2.25% and the Membrane CD earning 0.35% and the Sewer CD earning 0.35% to the Sewer CD (money market) currently earning 2.25%, with fund designations being monitored internally, seconded by Beth Cowher. Motion carried.

Payroll:

A motion was made by Beth Cowher to switch payroll for bi-monthly to bi-weekly to accommodate new overtime ruling, seconded by Patty Beckenbaugh. Motion carried.

Old Action Items:

Small Water and Sewer Grants update:

Will not hear any results before July of 2020

Park Road and Bridge Update:

Form MS-339 is ready and will be sent to County.

Weed Ordinance: no report

Committee and Mayor’s Report:

Beth Cowher is still obtaining information on various insurance options.

Patty Beckenbaugh reported that the new thermal crosswalks appear to be peeling. Denise Immel will follow up with installer.

A motion was made by Beth Cowher to approve the January 06, 2020 meeting minutes as presented, seconded by Katie Blume. Motion carried.

A motion was made by Beth Cowher to approve the December financial reports as presented, seconded by Patty Beckenbaugh. Motion carried.

Secretary’s Report:

The PSAB annual convention will be held June 7 – 10, 2020 at the Hershey Lodge, registration is open.

A motion was made by Katie Blume to purchase a mini fridge and microwave for the Borough office from Robert Zeigler, purchase price $75.00, seconded by Beth Cowher. Motion carried with Mr. Zeigler abstaining.

A motion was made by Katie Blume to adjourn the meeting, seconded by Beth Cowher. Motion carried. Meeting adjourned at 9:39 AM.
