BUDGET MEETING

October 06, 2021

Steve Myers called the meeting to order at 7:00 PM. Council members in attendance: Patty Beckenbaugh, Steve Myers and Katie Blume also in attendance Denise Immel Borough Secretary/Assistant Treasurer and Sherry Corman Treasurer/Assistant Secretary, Absent Beth Cowher, Robert Zeigler and Lauralee Snyder.

New Action Items

Review General, Water and Sewer Budgets as necessary

Two version of the budgets were presented to council, one including vision and dental for employees and one without. Members present felt thought that offering vision and dental to employees was feasible. This option will be presented at the regular council meeting on October 12, 2021 for further review.

Per Capita Tax

Tax Collector Kathy Highbaugh presented council with an income and expense summery for collecting the per capita tax. This is a tax that is very time consuming and difficult to collect as it is collected from each resident of the borough who is over the age of 18. Much time and effort is spent keeping track of who has moved in and who has moved out. Council discussed the pros and cons of the tax. Katie Blume made a motion to have Solicitor Miller draw up and advertise an ordinance repealing the per capita tax, seconded by Patty Beckenbaugh. Motion carried.
