REGULAR MEETING

March 22, 2019

President Al Ilgen called the meeting to order with the pledging of allegiance at 8:30 AM. Council members in attendance: Al Ilgen, Patty Beckenbaugh, Robert Zeigler, Beth Cowher, Mayor Lauralee Snyder, Denise Immel, Assistant Secretary/Treasurer.

Also in Attendance: Woody Cole, DEP, Leslie Warriner, Senior Transportation Planner Centre County MPO, Tom Zilla, Principal Transportation Planner Centre County MPO, Bob Jacobs, Deputy Administrator for Centre County, Mike Bloom, Assistant Director of Centre County Planning and Development, Dick Decker, Potter Township Supervisor and Centre County Coordinating Committee Representative for Centre County MPO and Frank Hampton, Transportation Planner for PennDOT Central Office

New Action Items:

DEP-HAMA Agreement:

Woody Cole from DEP was present to update council on the status of the Haines-Aaronsburg Municipal Authority (HAMA) System Interconnection. DEP has been attempting to complete this project for over a year with little success. Mr. Cole has requested that HAMA agree to fund and own the interconnect agreement and that Millheim agrees to supply water to HAMA as needed. DEP has the funds available to cover the engineering fees for the design and permitting of the interconnect project.

Council members expressed concerns as to what and how HAMA was doing help themselves. Mr. Cole assured council that HAMA was addressing issues and trying to fix said problems on their own.

Council member all agreed that top priority is the wellbeing of our residents but we still want to help our neighbors if an agreement can be reached

Millheim Council will supply Mr. Cole with our requirements and position on the HAMA Agreement. Mr. Cole will than meet and present said requests to HAMA.

Centre County Transportation:

The Metropolitan Planning Organization is meeting with all 35 municipalities do discuss long range transportation as well as together to better leverage dollars to our area.

Safety issues that were addressed included traffic speeding through town by commercial vehicles and cars. Parking on Main Street and on Penn Street. The lack of enforcement available to curb these issues.

Discussion was held on the road conditions especially on Penn Street, including the drainage problem on Penn, and the section of Main crossing the bridge including poor condition of the curbing, and sidewalk on the bridge. The wish to be able to pave all alleys within the borough and not having funding available to complete was expressed.

Council Vacancy Positions:

Interviews for the open positon were conducted, it is the recommendation of interviewer that Stephen Myers be asked to fill the position. Patty Beckenbaugh made a motion to have Stephen Myers fill the vacant council position seconded by Robert Zeigler. Motion carried.

A motion was made by Beth Cowher seconded by Patty Beckenbaugh to appoint Robert Zeigler Vice-President of Borough Council. Motion carried with Robert Zeigler abstaining.

An ad has been posted on our web page, as well as posted at the Millheim Post Office and Burkholders Country Market.

A motion was made by Patty Beckenbaugh seconded by Robert Zeigler to adjourn. Motion carried. Meeting adjourned at 11:45 AM.
