REGULAR MEETING
august 21, 2026
Katie Blume called the meeting to order at 8:30 AM with the pledge of allegiance. Council members in attendance: Marissa Evankovich by phone and Robert Zeigler. Also in attendance, Denise Immel, Borough Secretary. Absent Beth Cottrell, Cecilia Gallup, Mayor Nickelaus Engle, Cim Besecker, Borough Treasurer and Solicitor John Miller.

Water/Sewer work session:
David Henning presented background information on PennVest also presented their funding sources and the various loan program available. The Borough would have to apply separately for each project. Projects should be construction ready when applications are submitted. Mr. Henning has been invited to attend our future work sessions.
Rettew presented projected costs and their recommendations for each project listed below:
Reservoir/Dam Rehabilitation Project;
Est. Project Cost ~$1,500,000
o Recommend authorizing $15,000 to start engineering.
o Prepare Plans & Specifications
Concrete Repairs
Remove accumulated sediment
Replace withdrawal valves
Replace screens
Level monitoring over weir
o Permits
Division of Dam Safety approval
PA Fish & Boat Commission Drawdown Permit
Water Treatment Plant:
o Est. Project Cost ~$5,000,000
o Recommend authorizing $20,000 for Study that identifies Equipment Selections, Capital Costs, Operating Costs, and Predicted Treatment Outcomes.
Waste Water Treatment Plant:
Authorize completion of a Wastewater Treatment Plant Feasibility Study
o Est. Project Cost ~$8,000,000
o Recommend authorizing $50,000 for Study that identifies Equipment Selections, Capital Costs, Operating Costs, and Predicted Treatment Outcomes, including potential for regionalization
• Submit Corrective Action Plan to the DEP for organics and wet weather flows.
• Contact customers to request grease trap pumping records. Remind each of ordinance requirements.
Secretary’s Report:
Account transfer;
A motion was made by Robert Zeigler to transfer $50,000.00 from the water account to the sewer account to cover upcoming expenses, seconded by Marissa Evankovich. Motion passed.
