REGULAR MEETING
July 08, 2025
Katie Blume called the meeting to order at 7:00 PM with the pledge of allegiance. Council members in attendance: Nickelaus Engle, Robert Zeigler and Beth Cottrell. Also in attendance Cim Besecker, Borough Treasurer. Absent: Cecilia Gallup and Mayor Steve Myers Denise Immel, Borough Secretary and Solicitor John Miller.

A motion was made by Beth Cottrell to approve the June 20, 2025 council minutes with the addition of Heather last name “House”, Kathy Hettinger should be Stephanie Hettinger and question to questioned, seconded by Robert Zeigler. Motion passed.
A motion was made by Robert Zeigler to approve the June 2025 financials as presented seconded by Nickelaus Engle. Motion passed.
Code Enforcement/HARB/Planning Commission reports:
The Code Enforcement report was reviewed with no questions or comments. No reports from HARB or Planning Commission.
Employee Report:
Most of June consisted of working on the Race Ally project. The beginning of the month was focused on cold patching because later in month the attention was going to be devoted to the Race Ally project. Race Ally has created a problem with the skid steer, the quick attachment has broken and cannot change out the bucket on the machine, two hydraulic hoses have also blown.
As issues have been occurring with power outages, John Segursky recommend a permanent generator for the water plant that would have an auto switch on to insure the borough residents would not loose water.
Stanley Bierly’s had to be called to fix the air conditioning in the Code office.
Invoices:
A motion was made by Robert Zeigler to pay invoice #3951 in the amount of $24,602.00 to Kuharchik Construction for pole replacement at 126 West Main Street, seconded by Beth Cottrell. Motion passed.
A motion was made by Nickelaus Engle to pay invoice #INHMN0000953 in the amount of $1,423.00 to Harris Computer Systems for UBPro annual support, seconded by Beth Cottrell. Motion passed.
New Action Items
Centre County 2025 Hazard Mitigation:
Robert Zeigler made a motion to adopt Resolution 2025-06 adopting the Centre County 2025 Hazard Mitigation Plan Update as the official plan of the Millheim Borough and the respective officials and agencies identified in the implementation strategy of the Centre County 2025 Hazard Mitigation Plan Update are herby directed to implement the recommended activities assigned to them, seconded by Beth Cottrell. Motion passed.
Federal Surplus Application:
Our eligibility to participate in the Federal Surplus Purchase program expires in September, This program enables the borough to acquire federal surplus property providing us with a significant savings over purchasing new. A motion was made by Beth Cottrell to submit a new application, seconded by Nickelaus Engle. Motion passed.

Infrastructure updates:
DCED Multimodal Bridge Project:
At this time, Buchart Horn wants to hold this bidding another month while we bid two other projects.
WWTP Project – Equalizer Tank:
Bids for the civil portion of the tank project have been bid. We received one qualified bid from Greenland Construction. The amount of the bid is $249,000.00, as this bid will bring project over budget a rebid will be done modifying the scope of the project. Mr. Segursky stated the way the bid was written may have been confusing, he will have the bid rewritten and change the name of the project
He will work with Mr. Kerstetter to see what can be done to trim the project. The project will be ready for rebid next month
A Water Quality Management Permit Amendment will be needed from DEP. The review fee of $500.A motion was made by Robert Zeigler to pay the permit fee, seconded by Nickelous Engle. Motion passed.
Raw Water Main Replacement:
Bids were opened on June 19, 2025, at 4:00pm.

Buchart Horn has reviewed the submitted bids and the apparent low bidder’s bid was responsive and complete. They find no reason that the Borough should not move forward with awarding the bid to J5 Construction. A motion was made by Beth Cottrell to award the bid to JR Construction, pending engineer review, seconded by Nickelaus Engle. Motion passed
Commonwealth Financing Authority – Multimodal Transportation Fund:
Buchart Horn is presenting two items for execution. The first is the resolution to apply for funding and the second is the Matching Fund Commitment letter. This year the municipality can opt for a no matching funds grant. A motion was made by Robert Zeigler to approve resolution 2025-07 with revised grant request of $500,000 seconded by Nickelaus Engle. Motion passed. A motion was made by Robert Zeigler to approve payment of the $100.00 application fee, seconded by Nickelaus Engle. Motion passed.
Anti-Skid:
Numerous discussion have been held in regard to residents’ concerns on the anti-skid used on the Borough road surfaces, Research has been done on the type of antiskid used as well as the mixture used. Our research indicates that the Borough anti-skid being used is within PennDot guidelines. In order to address residents’ concerns, a motion was made by Robert Zeigler to reduce the amount of anti-skid being spread on road surfaces paying particular attention to the flat surfaces, seconded by Beth Cottrell. Motion passed.

Route 45 Getaway has 28 destination to visit and will be held July 25, 2025 thru August 03, 2025.

Secretary’s Report:
Postage will be increasing on July 13, 2025. A motion was made by Robert Zeigler to purchase additional postage, seconded by Beth Cottrell. Motion passed.
A motion was made by Robert Zeigler to purchase flowers for Denise, seconded by Nickelaus Engle. Motion passed.
A motion was made by Robert Zeigler to adjourn, seconded by Katie Blume. Motion passed. Meeting adjourned at 8:40 PM.
